Boil 2/3 cups of water and dissolve the Jell-O in it. Combine ice and water in a measuring cup to make 1 cup. Stir the Jell-O mixture in until the ice has melted. Next, add the Cool Whip and whisk until it is smooth. Place the bowl in the refrigerator for 20 minutes to let the mixture thicken. Pour the mixture into the pie crust and refrigerate overnight.
